expropriate –verb
1. to take possession of, esp. for public use by the right of eminent domain, thus divesting the title of the private owner: The government expropriated the land for a recreation area.
2. to dispossess (a person) of ownership: The revolutionary government expropriated the landowners from their estates.

annex –verb
1. to attach, append, or add, esp. to something larger or more important.
2. to incorporate (territory) into the domain of a city, country, or state: Germany annexed part of Czechoslovakia.
3. to take or appropriate, esp. without permission.
4. to attach as an attribute, condition, or consequence.
