I would say Uruguay, because I think i know where Paraguay is in my head but not Uruguay. Acually, I have had nothing to do with either one since JR. High school.
I would say Paraguay because, though closer to the equator, it's landlocked. Uruguay's on the ocean and may benefit from ocean currents.
There's also elevation to consider.
I checked the map on the wall in the lunchroom. At least it got me up from my desk!
